Why Grist Mills?

  Roots of Progress is an interesting effort I follow.  This particular post  roused my usual contrarian reaction, but also triggered a question, specifically this:

" you should take into account that some types of labor were automated very early on, via wind and water mills"

My question is why?  And who?

ChatGpt says, when asked how different civilizations ground their grain:

Ancient Egyptians: The ancient Egyptians used a hand-powered quern to grind their grains. The quern consisted of two flat stones, one placed on top of the other. The top stone was rotated back and forth to grind the grain into flour.
Ancient Greeks and Romans: The ancient Greeks and Romans used a rotary mill to grind their grains. The mill consisted of a circular stone wheel with a handle on one side. The grain was poured into a hole in the center of the wheel and was ground between the wheel and a stationary stone.
Native Americans: Native Americans used a mortar and pestle to grind their grains. The mortar was a bowl-shaped stone, and the pestle was a long, cylindrical stone used to crush the grain.
Chinese: The Chinese used a stone mill to grind their grains. The mill consisted of two horizontal stones with a vertical stone in the center. The grain was poured into a hole in the center stone and was ground between the stones.
Mesoamericans: The Mesoamericans used a metate to grind their grains. The metate was a flat stone slab, and the grain was ground using a handheld grinding stone called a mano.
Overall, each civilization developed methods that were suited to their particular needs and resources.

Based on skimpy research by google, it seems there's a transition from rubbing two stones together, to a rotary grinder hand powered and then to the water/wind driven grist mills. 

Did women initiate these inventions?

Churches--Merging and Splitting, and Also Tech

 I've mentioned some of my paternal ancestors were Presbyterians, so I've a little knowledge of how that denomination has split and merged over the centuries. 

In my youth there was movement towards the unification of many Christian denominations; it was being pushed by the National Council of Churches.  It was generally liberal, based on Social Gospel, internationalism (World Council of Churches), etc.  

Beginning in the 1970s or before it seems the tide has changed; instead of churches flowing together from tributaries into one big body of common belief, the water is rising and flowing back into the various tributaries.  

The recent split of the Methodists  is just the latest instance of secession movements. 

There seems to be a broader phenomenon of institutions growing larger, then splitting.  Back  around 1970 we had a lot of "conglomerates"--companies buying up other companies into one big outfit.  Even GE under Jack Welch was adding different lines of business. But there too the tide has turned, and selling off branches now seems the trend, at least in older parts of the economy.  The new tech outfits like Amazon and Google have expanded.  When and whether the acquisition process will reverse remains to be seen.

The Impact of Technology on FSA Communications

I posted previously on my discovery of the FDA Facebook group, which is a new means of communication across the organization.  Some further thoughts:

When I joined ASCS my impression was it was hierarchical organization.  Questions would come from the county through the district director to the state office to the area director to the applicable program specialist in the program division.  At least that was the theory. Over time I discovered the role of the county and state committees, which was contested.  In theory they were in charge of applying policy decisions to their counties and states.  (This is what they had been in the 1930's.) In reality it seemed to me that they often lacked the expertise and always lacked the day-to-day operational awareness really to fulfill that role.  As a result over the years their role had diminished, but smart county and state executive directors would manage their relationships with their committees.

The role of the district director was also evolving, as symbolized by the change in terminology from "farmer fieldman" to "district director".  My impression is that these positions were often quite political, with significant turnover when the political party in charge changed.  As a cynic my impression was the quality of the DD's varied, meaning they sometimes were obstacles and were bypassed by the more knowledgeable CED's.

When ASCS started installing System/36's in county offices, it put a lot of strain on the old systems.  First and foremost, nobody involved in the new technology had experience with it, so a simple question that a program assistant might take to a more senior person, or the CED, wouldn't receive an answer. The time required to move a question from county through state to DC (KCMO)and finding someone with an answer and then getting it back down the chain was simply too long.

Time and experience solved some of the problems as we all learned by trial and error. I suspect, but can't prove, that informal communication networks expanded.  People learned who in the state was more capable with the technology.

The Growth of "Vertical Farming"

I think the term "vertical farming" has come to mean indoor agriculture under LED lights with lots of technology and automation.  I'm still skeptical about current economics, but, if I'm to be consistent with supporting technology in the case of climate change and self-driving cars, I have to agree that vertical farming will become economical for at least some crops.

But...

As is the case with most innovation and technology, there are trade-offs.  One trade-off which comes to mind is vulnerability.  Transitioning from field agriculture to vertical farming for greens, for example, would increase the demand for electricity. More significantly, if a solar flare of sufficient intensity fried many transformers which would take years to replace, reactivating field agriculture for greens would also take years.

"Peak Document"

That's a term used in the title of the presidential address at the American Historical Association meeting. What McNeill is talking about is the surge of information coming not from documents but from science--especially genetics.

It's a valid subject, of course, but I admit when I first saw it my thoughts went in another direction; the change in sources in the current and coming eras because of digital media.  An example, when I was hired by ASCS people had improved the document management systems involved. The Commodity Credit Corporation board had a permanent secretary and an assistant, the board made decisions based on "dockets" which were systematically filed.  Most decisions within ASCS generated paper documents, memos and letters, all routed through clearance channels and eventually filed in the Secretary's Records or administrator's.   

As a failed historian I was intrigued by the processes.  The paper files didn't capture everything--there was a lot going on in the agency which wasn't fully  documented (particularly the political maneuvers) where the documents were like an iceberg, only a small part visible

By the time I left FSA, this picture was changing.  Partially it was the result of personnel changeover--the institutional memory of the reasons behind practices had been or was being lost.  Partly it was a change of norms--new people and new problems had new ways of doing things, often resulting in faster action but a diminished historical record.  Much of it had to do with automation, both the problems and processes of implementing policy with compers in the county offices and the new powers of communication conferred by new technology.

One example was the "wire notice".  Urgent messages to field offices would be sent by telegraph, which meant going through the telegraph office, therefore required official authorization, and permitted central filing of the message.  Once email arrived, it was possible for anyone to email anything to anyone with no central file. (Of course, this didn't happen immediately.) And for a number of years there was really no system for recording and filing such messages.  Supposedly after 30 years NARS has enforced systems in the agencies, but I'm dubious. 

The bottom line--in the 1970's a historan could look at the official files in the National Archives and do a reasonable history.  I doubt that's feasible for th 2000-2010 perioc

The Interplay of Tech and Behavior

Peter Moskos has an interesting post at his blog.  In New York City if a policeman answers a 911 call for a person who's waiting for an ambulance she has to  enter the person's data into her phone which results in a check of the database for outstanding warrants.  Moskos argues that's wrong and bad: people will associate EMTs with law enforcement and avoid calling for help.

Towards the end he notes a separate issue--in Baltimore every time the police stopped someone, they ran a check for outstanding warrants.  In NYC, they don't.  Moskos traces the difference to a difference in technology: apparently in NYC multiple precincts share a radio band; in Baltimore each precinct has its own band.  So, as an economist would predict, there's rationing of a scarce resource in NYC but not in Baltimore.

The Importance of Data Design

Getting the data design right for system operations is important.  But what happens is that we design systems using our assumptions, assumptions we've never examined or challenged, assumptions which someday will be undermined by changes in the technology or the culture.

An instance of this in the New Yorker: writer, a house husband, unknowingly describes the problem  He and his wife enrolled their child in kindergarten, filling out forms.  His wife works outside the house; he works inside the house.  But it turns out the school uses an app to make robocalls to a parent concerning school matters, apparently a lot of robocalls.  His wife got the calls, he didn't, creating a mismatch of information, which led apparently to some tension in the marriage.   When they challenged the school, turns out they could only contact one parent and someone had assumed the wife should be called.

In the good old days the number of calls from the school would have been rationed by the amount of time a human, likely the school secretary, had to make the call.  These days the cost of making calls has been reduced to zero, meaning a big increase in the number made.  Where the secretary could have dealt with the writer's situation, the robocaller can't, at least not with the existing data design. Since the calls don't cost, it would be easy enough to call both parents, if they desired.  But that would require a new design.

Anti-Missile Defenses and Modern Ag Technology

We liberals had a long and eventually unsuccessful fight against various anti-ballistic missile systems. Back in the 60's it was the Nike-Zeus system which eventually got cancelled.  Then it was Reagan's Star Wars and finally it's the system now in place.   Part of the argument was that the technology couldn't work, wouldn't work, or at least could be overwhelmed by counter-measures.

These days we seem comfortable with the idea it works, perhaps because our faith in technology is greater these days?  That faith is boosted by reports such as this, which describes the test of a system of cameras and laser beams for zapping insects, specifically psyllids which attack citrus. Somehow that seems more impressive to me than attacking ballistic missiles, which as the name states have a path determined by gravity (though modern ICBM's launch maneuverable warheads so are no longer solely ballistic.)

Life on a Colorado Farm incidentally causes me to realize the benefits of cell phones on modern farms.  When you're farming thousands of acres (not that the writer and husband are), coordinating schedules, even the most chauvinistic--when are you stopping for supper, becomes a big issue, an issue solved by carrying your cell phone with you.

Technological Advances and Mass Shootings

Tyler Cowen asked why the increase in mass shootings over the last 50 years or so.  He elicited a lot of comments.  I suggested there was a gain in available firepower over the years.  That in the 1960's you saw a lot of revolvers.  Even pistols didn't have big magazines.  And rifles were mostly hunting rifles.  So a shooter had more difficulty in getting a lot of shots off in a short period of time.  One of the most deadly mass shooters in our history was the Texas man, who used a rifle from a library tower, quite different setup than our usual scenario these days.


I got some push back but nothing which convinces me.  The changes in the weapons which are available don't cause mass shootings, but they make them more feasible.
Seems to me back in the 50’s, most handguns were six-shooters and often revolvers (harder to reload?). So I think technological trends have enabled more mass shootings. My impression is that most people who fire guns, whether in the military during war, police, or people committing crimes, often have to fire many times to inflict wounds and death–multiple bullets for one hit. So the increasing ability to fire a lot of bullets has likely increased the number killed and wounded in any one event. Revkin on Technology and Small Farms and "Factory Man"

Here's a post at the Times covering meetings on technology and small farms.

Just finished reading the book "Factory Man", on the history of the rise and fall and persistence of the furniture industry in Henry County, VA.  The factory man is John Douglas Bassett III, who's able to compete with Asian furniture makers, not on cost but on customization and speed.  So, as of now, the US factory can use automation to be more responsive to customer desires because the Asian makers are limited by the time it takes to move a container across the Pacific.  (Not sure why a manufacturer in Mexico or Central America couldn't do better than the Asians.)  So the bottom line is the mass of furniture is made in Asia, but the niche markets which require customization can still be served by US manufacturers.

I see a possible parallel with American agriculture.

Sailing, Sailing, Through the Arctic

I may have expressed the opinion that the vision of commercial ships sailing around Russia through the Arctic, particularly those sponsored by China, was an indicator of global warming.

Via Tom Ricks at the Best Defense, here's an interesting discussion of the practicality of this.  Bottom line, it's probably not practical for container ships, because they're limited in draft and beam, even though it can be significantly faster.

I recommend a book called The Box, on the development of containers.  This quote from the article is significant:
What is far more important than speed is reliability. Unlike the bulk shipping discussed earlier, schedule integrity is a key service-attribute for containerships. The Arctic will always suffer from periods of poor visibility and the potential for wind-driven ice, both of which can make routes with a comparatively low average transit time have a large variability around that average. More than half of all container cargo is now component-level goods—materials destined for factories for use in production processes operating on a just-in-time-type inventory-management system. That makes consistency, reliability, and schedule integrity of paramount importance. The key goal of container shipping is 99 percent on-time delivery. If this is attainable at all, it will be extraordinarily expensive using Arctic transit routes. Thus the variability in transit time that may be tolerable in bulk shipping is unacceptable for container shipping.

The Idyllic and the Real--Horses and Farming

The Times runs an article today: Farm Equipment That Runs on Oats.

It's about a farm in Vermont, associated with a co-housing collective, doing the locavore/sustainable farming life.  The farmer uses horses for most chores, saving the tractor for "heavy soil".  He and the writer celebrate the emotions of feeling at one with the team, understanding their personalities and ways, etc etc. You may observe from the title and the "etc.s" that the story struck a nerve.

These give the idea:
“People are attracted to the way of working with animals, of being back in touch with nature, of regaining a kind of rhythmic elegance to our lives.”....
Still, this elaborate routine provides the sort of connection to living things that Mr. Leslie believes people today are longing for — and it is why he is convinced that farming with horses will have a real renaissance.
“I think people are hungering for a kind of unplugged reality,” he said. “That leads to a deeper self-understanding.”
It's all fine and dandy for those who want this sort of life, but we had horses for about the first 10 years of my life.  From that jaundiced perspective I'd offer a few observations:
  •  The Amish have a sustainable life, but not this family. The farmer and partner have only one child, a girl about 6.  If you're going to have a sustainable way of living you need to have some more children, so at least one will stay on the land.  
  • If you're living a locavore life, you don't need much cash, meaning you aren't depositing much into Social Security and Medicare.  So having adult children to support your old age is important.
  • One of the downsides of this farming can be observed in the Amish: it tends not to support the ideals of women's liberation.  Because field work is usually more strenuous, the males tend to get stuck with that (in the article it sounds as if the man does communing with the horses though my mother did enjoy driving a team) meaning the females get stuck with the house work. The internal combustion engine and electric motor did much to free women.
  • It's dangerous.  Farming is dangerous whatever motive power is used, but I suspect the accident rate was higher in 1930 when horses were predominant than today.  To their credit, the article's author notes a very bad accident with the horses early in the farmer's career which broke both legs of his partner.  It doesn't say how they managed in the months before she was able to do resume her work.

Video Teleconferencing Systems

This notice announces that systems bought in 2009 for FSA state offices are no longer under warranty and may be repurposed or disposed of.  Apparently they've been replaced by Cisco systems.  That should tell me two things:
  • video teleconferencing has been very productive.  I suspect, though I'm too lazy to check, I've expressed skepticism on the point in the past.  So I'm glad to hear I was wrong, because in theory I'm all for it.
  • the Cisco system is a very big upgrade over the Microsoft system.  If not, what's the justification for replacement?  There may be a hint when the notice says that many of the Microsoft systems are still workable; maybe they weren't very durable.
